Little Sand Bay Villas is Common Interest Community No. 28, a planned community recorded in Hubbard County, Minnesota under the Minnesota Common Interest Ownership Act (Minn. Stat. ch. 515B).

The Declaration is the governing document. It, the 2017 amendment to it, and the recorded plat are what govern the association. There is no separate set of by-laws — where the Declaration refers to “By-Laws,” no such document has ever been recorded or located.
